Do I have to get a paypal account to join through the paypal option?

Also,

If I use the 2checkout method do I have to join 2checkout?
Or is it just a normal CC processor that charges a $8 fee?

Yep, just a normal CC processor that charges a $8 fee.

And, it takes a while (a few hours) for you to actually be given access to the Forum.
