Various internal Updates

System:
- converted users configuration files to a "perl subroutine" format instead of flat file. (faster)
- fixed date setting cookie bug. (actually 12 days ago, was waiting to say anything)
- message preview updated slightly.
- numerous html fixes and changes.
- inserted code preparing for user css files.
- rewrote 100% of the core page routines (faster, more, better, different).

Stickymail:
- renamed outbox to "sent mail" folder
- fixed user preferences not being saved correctly.
- fixed a folder cookie bug.
- updated version number.
- internal changes (moved subroutines to includes vs inline code for easier maintenance)

Another round of updating will take place late next week with new user options (css files).
