For the startpage: use their email form.
For any other child page e-mail the manager of that page using the "Suggesties voor deze pagina? Klik hier" link at the bottom of the page.

I don't know for what reason you want Startkabel.nl, but I would also like to suggest www.pagina.nl (as a part of startpagina.nl), www.klikwijzer.nl en www.boogolinks.nl
