How to promote spanish site in Spain,Argentina,

Need your kindly help!
One of my customers want to promote his website in the following country

Spain
Argentina
BRAZIL

I tried to find out Top 5 ranking sites in spanish on Alexa, and the results are as below:

#1 yupimsn.com
#2 T1msn.com.mx
#3 msn.es
#4 terra.es (only %2 visitors on Terra.es search internet)
#5 Elmundo.es powered by Google
#10 Google.com.mx

As I know, the top 3 sites are owned by Microsoft and Overture should provide PPC on those sites. Actually I can not find "Sponsored Listings By Overture" while searching "website promotion" and other competitive keywords.

I don't know spanish, wish webmasters familiar with Europe Search Engine Marketing could show me how to promote website in spanish in those countries above. Which search engines are & portal search are valuable.

Your answers will be appreciated, thanks in advance!

First off - they speak Portuguese in Brazil, not Spanish.

Simply translating the site into Spanish and Portuguese, as long as the site is properly designed (ie not Flash driven) will probably bring you enough traffic to not even worry about PPC.
