I checked with my ISP, and they don't have service in the U.K. or Europe. Any advice on how a laptop user might get on the web while attending PubCon and travelling in Europe?

AOL is prolly your best bet. Don't forget you power converters tho - you plug your laptop in without that and you'll have a pretty light show to watch as your machine melts into a pile of goo. (I plugged my wife's hair dryer in without notching down the voltage when we where on holidays in London - it screamed for about one second and never turned on again :) needless to say my wife was not happy with me)

Personally I'm leaving the technology at home - need a week away from it ;)

If you have Wlan (802.11b) i really suggest that you take a look at
www.consume.net

There is a link called "nodes" you will have to enter postcodes to see nodes where you can connect.
For you staying at Thisle Islington (northtown is the closest one) [consume.net] postcode: WC1X 9DT

This is the closest i found to the Pub (Cittie of York) [consume.net]

As you see there is just massive nodes where you can connect for free. If you want more info about the nodes, see on the right side "Get node info"

Don't have any affiliation with the site, just discovored it, but i am amazed how many nodes there were!
