I logged into an upgraded account... unchecked that little box that said 'send me stuff'.... then I activated the account and was NOT sent the $20 off 'upgrade your listing' coupon.... that was the culprit.... so then I activated another account that I have no intentions of increasing the budget.... got the coupon..... went back to the first account and plugged it into the order page.... it worked:)
