IMHO the best way to populate a directory is by hand picking good quality sites and writing a unique piece of copy.

The review thing will only work if you have say 2000 reviews of each site. That's just for starters ofcourse he he. Looks like you have some writing to do... I think bigger sites (Cnet) would have the monopoly on reviews idea for the tech niche, there are other sites that cover other industry areas and will already have an established review structure in place. Likely beating you before you even start. That makes life difficult for you.
What about something original for your listings? Now if you can think of something, that would really make you stand out! Give yourself an edge.
I have found that a good, keyword rich write up with a couple of short reviews will get me a lot of traffic on a business name. It is no good going for the top keywords in my case as the first 2 pages are stuffed with black hat sites. I have slowly slowly been climbing in the serps as the black hats are weeded out in favour of my white hat directory.
