My wild guess is that your ISP (presumably with government encouragement) blocks sites with "unapproved" kinds of content. The disapproval could be caused by the Adult categories of the ODP (which contain links to porn, although no porn itself); Society categories (links to all kind of religious material, links to all kind of political views); or other reasons.
The Google directory is a good substitute for most purposes; as is the AOL directory (if what you are NOT looking for is the porn).

Our colleague is a neighbour of yours in Shanghai & she always uses a Proxy to access DMOZ etc. Visit samair.ru for a proxy IP

You can get directly to the ODP through www.dmoz.org, dmoz.org, www.dmoz.com, dmoz.com, www.newhoo.com and newhoo.com and you can access ODP data of various vintage through at least a thousand other downstream data users.
