The warning notice on the site was fairly pessimistic about how long the site reorganization would take.It wasn't pessimistic; it was vague.
The initial announcement actually said 1 day to 1 month because we weren't sure how long it would be down at that point (I could have waited until we were sure but then you would have had virtually no notice). That was amended yesterday to say that it would be 1-2 days. It's expected to be back up by late on Wednesday at the latest, barring any unexpected problems.

No you can ask again after 30 days, provided you have not submitted your site again.

And ODP itself is up, Resource Zone being down will not affect sites being reviewed, in fact maybe more will get reviewed, since editors won't be answering questions in RZ.
I don't think anyone is going to die if the site is down for a week or soWhen you tell someone you will do something by a certain time, and you can't get it done in time, you let them know. How hard would it be to change the message, which still says

Apparently the delays have been keeping him busy enough that he wasn't able to. What is the big deal? People were warned that the outage could be as long as a month. Any other information or estimates are a bonus.
