you used a few different concepts there. PPC is pay per click... you pay for every click. sites like
[overture.com...] and
[adwords.google.com...] are pay per click engines.
you pay for each time someone clicks on your ad w ppc

paid inclusion has a couple different version.
1.) directories... many directories charge a one time review fee. some of them charge an annual review fee. either way you usually want to make sure that the directory will provide good direct traffic or static links that search engines follow before paying anything.
with directories you usually pay one fee either for the year or for life...no matter how much traffic you are sent.
2.)search engine paid inclusion... was a popular business model for engines such as Inktomi. typically it was one fee per year. like $30 - $50.
currently Yahoo! is the only major search engine with a paid inclusion policy. it charges an annual review fee AND a cost per click. the cost per click on the paid inclusion was viewed negatively amongst many in the SEO / SEM / webmaster community and they may later try to make a couple different versions with one being a flat rate review fee and the other being review + cost per click.
Not much of a gamble for people who spend thousands of marketing and PPC. And Good Directories complement in your SEO Rankings.
