I understand that these free listings can take a very long time, but I read an seo article that suggested that you should resubmit after 4 weeks if not listed. This goes against my grain somewhat, because I know this would hurt in DMOZ- not sure about Yahoo.
Would this be a good idea in the Yahoo directory?
I may decide to pay for Yahoo Express listing, even though I'm submitting to a "non commercial" area. This category has a Pagerank of 7, and only 5 other sites. Its definately worth the investment.
Will I be charged annually, even though this area accepts free listings? I heard that these non commercial areas only charge a one time $299 fee, vs. yearly fees.
Any thoughts on this?

I submitted to a non-commercial category and paid my yearly fee. When the year was up, they asked for the renewal fee. I didn't renew, but my listing was still there last time I checked - and it's been several years now.
I've heard reports of the same from others, but don't know if this is the rule or exception.
