And if you lie to the domain registry, why would you expect anyone (whom you already suspect of suspecting you of nefarious deeds) not to lie to you?

Yes it can be, but I don't think this is what the OP meant. If by falsified he meant listing the owner as the current president of the US, with the address 1600 Pennsylania Ave, Washington, DC THAT is a no-no. I think the OP was referring to obscuring true ownership in a way that didn't involve actual falsification. Some registrars for an extra fee will do this for you. If a whois is done, it just lists the registrar as the contact info, and they act as the owner's agent.
Assume your competitor sets up a mirror of your site (but providing goodlooking WhoIs Data). In the unlikely case the reviewing editor does not reject the new submission with "already listed as ****" he could maybe try to compares even EhoIs Data to see if one is a fake. But remember: The editor does not need to and most likely he would just assume that the one he lsited earlier is the original and the other one is a mirror. At least that is whart I would do, because most mirrors are in fact set up by the owner of the site, so it does not matter which one we list :-)
