I've been doing quite a bit of submitting for clients the last couple of weeks to the ODP. One thing that keeps coming up is the mass number of listings for different sites.

Here is one huge list by the "search engine spammers of the year" epinions. 15 of the top 20 sites listed are theirs:

How does one get in that same mode where mass submissions (spam) is acceptable by editors?

So, what is the question here?

epinions is not spam. It's been discussed (over and over, I think) in the ODP forums, and it's not spam.

The epinions listings have been added by staff. They're being worked on, and will eventually be integrated better into the directory.

Fortunately in this case, ODP is not a place frequented by the average surfer. Those people generally go to AOL Search, Netscape Search, Google, or any of the huge number of ODP's "downline stream" where different algorithms are applied, so placement in ODP isn't as important as one might think.

Seems like if epinions listings were added by staff, it is not spam per se. A special arrangement would seem to be in place, which seems a bit unfiar, but then again ODP is free to do whatever they want with their directory. The epinions listings seem to be the exception rather than the rule.
