Yes, but not necessarily ONLY then.
The DMOZ interface certainly attempts to access the site when an editor adds it from the inside. I know of no reason why it shouldn't give a valid referrer then.
I stand corrected. I happen to be a DMOZ editor and checked this out myself. I entered a page from my main domain as if I were going to add it. The interface went out and grabbed the page to get the HTML title tag that was on that page. Thus for an editor to add your site, the interface indeed will access it and it will show up in your logs.
