Haven't looked into it much but there is a lot of publicity[Pop-ups] going around to give it recognition. Must be fairly new site since I have not, nor has anyone else, seen it before. Seems to be backed by a major ISP and national Argentine newspaper as well.
Contains what appears to be ODP/Google directory data but looks incomplete at the moment under a lot of categories. As well as their crawler-based DB.
There is a submission page and it seems that they review the sites with their own staff. After submission a confirmation page is sent by e-mail describing that the submitted site will be reviewed in the next few days.
Results are a mixture of both category listings and Google results.
I couldn't figure out if they have a dirctory as well as displaying results from Google. Do you know how this works?

Keyword example: fotografía (photography)
These results match up to those in Google when using the "Search Only In Spanish" option. The only difference is how they label the category names.
When a directory-based site is displayed in the results here is how they are shown:

Categorías > Sitios en otros idiomas > Español > Artes > Cine
Google.com
Category: World > Español > Artes > Cine
En cualquier idioma -- In any language
Keyword example: fotografía (photography)
The results displayed here match up to Google's "Search an any language" setting
En Argentina -- In Argentina
I can't find a similar match up of results anywhere in Google or Dmoz. Even when I looked under the categories of....
Dmoz: World: Español: Artes: Música
Google: World > Español > Artes > Música
I wonder if they just license some of the World/Español category and add to it with whatever sites they accept through their own submission process. The submitted sites have to go somewhere so I guess this is the place. After they are accepted, they will only appear in the En Argentina section.
Maybe someone can step in who is more familiar with how non-English Google and/or Dmoz powered-sites are set up and how it reflects data that is mixed in "locally."
