How would I go about starting a new search engine using google's search results. Similar to the following:
http://www.blingo.com
http://www.my way.com

Any help would be appreciated.

If you want to have something like the SE you quoted above then you will need:

1) plenty of money to give away prizes and somehow avoid attracting just those who search in hope to win
2) license Google search content (not cheap I hear) or risk your whole business by running automated queries to their site
3) good reason why should people come to you rather than just use Google

1 and 2 are just matter of cash, but 3 is either super-duper-mega-cash or extremely hard.

I think Google Adsense's Premium program might what I'm looking for. I just need about seven million more monthly content views to apply...

Or in lieu of all the things Lord points out - a good, fresh idea to make search better should work (think PageRank in 1998). If you want to start another 'me too' search engine - you need cash and a gimmick.

There's a couple good php search scripts that use the Google API. All you need is a liscence key and alittle knowledge of php.

And also NOT to use your search for commercial purposes as well as having 1000 searches a day limit.

You can use it for commercial use as long as you get written consent from Google and you can ask for an increase, some get it and most don't. A good example is GoogleAlert.com

They did not even bother respond to my request for more information on conditions that I sent 2 years ago :)
