I would say don't cross link excessively in the initial stages of the new sites (if you go for extra domains). If you are thinking of sub-domains then use site search for sub-domains and Canonicals. These are not so easy questions and if you have to take a decision read through all those threads and make an informed decision.

If someone sells shoes, shoe polish or socks could go on the same site. Maybe even hats or gloves - still related. But if you're selling tennis rackets, better to have a different domain - unless you also sell a lot of tennis shoes.
One argument in favor of a completely different site is that they can be built and optimized differently and have their own directory listings. If one goes down in rankings and traffic, the other may carry someone through.
we have a directory site and want to start subsites to attract more visitors within the same target user group. for example:
news.widgets.com
travel.widgets.com
widgets-history.widgets.com
store.widgets.com
travel.widgets.com
each subdomain will have content rich and unique pages instaed of just plain links with a description on the current directory / main site. The news site will cover categories in the directory so we can link to 'related' categories on the main site, the directory. From user's perspective very usefull.
But than comes my real question. Will those related links have more value from external domain sites rather than from 'internal' subsites.
Ofcourse I can build all internally but next from losing focus on the main site I think the value is bigger from external sites. On the other side, subdomains cut excessive costs for new domains and data traffic.
I would hope some members on the forum can share experiences with this topic.

cost is actualy irrelevant to the issue of whether external links is better for PR. (as was your premise)
ie: assume new domain names and data traffic cost is not an issue....and again it just seems an issue of how google (or wherever) will read your other sites. But that's the google dance at its essence, no?
I think you state the most important point...building internally runs risk of losing focus (assuming their only purpose is building PR of the main site.) Unless the internal pages really are necessary content-wise, but then its a moot point. Cause at that point...you just do both. The internal subs are what they are, and the new domain pages are meant to pretty much for PR, ie. the new domain sites are just gravy if they dance well.

btw...I just realized whoever owns widgets.com must be kickin butt for links....cause everyone always uses him for example. LOL.
