Why does Google show different link numbers to others?

I found with one program 481 link to my site, but google only recognize me 60. Why? what is the problem?

It's quite likely that only 60 of those links are in Google's index.

Google will only show links from pages with PR4+ to pages with PR4+ (well, that is what it used to do, toolbar PR now act a little strange). Some of the missing are known to Google but have a too low PR (but they still help your page to get a higher PR). Some are not known to Google, or were not when the index was made. New links on pages with PR4+ won't show up the next day.

That is not true Google shows PR3 sites in backlinks all the time. It is PR2 or lower.
