As I begin my linking strategy, my question is about linking to site that could be potential cloakers. Will Google penalize my client's site for the outgoing link?'

Be very careful who you link to. Googleguy has added the term "bad neighbourhood" to SEO-speak, and has repeatedly warned against linking to such neighbouhoods. One example is in [webmasterworld.com...] with GoogleGuy's post in msg #13 and following up in msg # 19 on the next page.

I suppose that makes sense, since I control who I link to, but not who links to me. So as I build out my link strategy, I will need to be extra careful as to whom I link.
