While backward linking is a great way to find potential link partners, is there anyway to find out what outbound links a site has, such as ACME.Com has links to AffilateA, PortalB, etc...

You could spider the site with a link checking program like "Xenu's Link Sleuth", then you will get a complete list of both the internal and external linking on the site.
