Does it count as back link

I saw a site link on a forum page which had a PR of 8. I checked the back links of this website and it showed this forum page as a back link. But the page rank of this website was just 5. My questions are

1. Does google consider this forum page as genuine back link? I guess yes because else it wont have shown it in the sites's back links.
2. If it considered it as a back link then it should have 6-7 points as there were many other back links also to this page. But it has only 5.

I guess this thing might have been discussed before, but I coudnt find it. If any one know the link about this please let me know.

Yes they do count if the page shows up in the index. The reason for the PR could be either there are many links on the page. Every link on the page gets an equal share of the PR passed. The more links the less PR that is passed. Or there could be some sort of redirect. Since you said it showed up in the backlinks it is not a redirect. So I am guessing there are a lot of links on the page like profile and other things shrinking the amount of PR that the link gets.
