adding phrases in link

HI All,

I have a question for the group. I am directing a link campaign, yet have been told by our web master that a) accoridng to link popularity check our links aren't registering in AllThe Web, AltaVista and MSN, or in Google Toolbar, this one I understand. Now, he also sugggest that I add phrases to our link, is this something written in code? as alt text? or should he do it? as I don't write HTML?
Am I blowing it here? All my links are tightly themed.
