A couples things are possible.
The phrase you are searching on is highly competitive, and difficult to rank on.
Even a exact phrase - the "exact" phrase does not need to be on the page. If the phrase is used in links (anchor text) from other sites this adds relevancy to these pages.
The best course is developing external links (reciprocal) to your site using the specific exact phrase you believe is appropriate to searchers.

You may want to try at least one deep search to see if you are not deep in the archive.
A good way to do this is set search preferences to 100, type in the phrase, select menu button "edit" and depress "Find on this page" and type your URL in the dialogue box that appears.
If not on first page go to page two & repeat.
Threre is a hot key for this as well but I don't remember.
