To increase your PageRank you will need to improve the amount/quality of inbound links (incomming links) to your site, you can do this by submitting your site to different directories, and sites similar to yours.

Maybe i understood it wrong, but PageRank doesn't change due to language of the page.
And the PageRank isn't different for different versions of Google results presented (There is only 1 Specific value for each page in there index, it doesn't matter in which country you are or what country domain you query)

It sounds to me as if you have determined you are ready to develop a linking strategy for your business. The specific concerns you have from your post are answered in the process of developing that strategy, specific to your needs. I suggest you start with research. Get in and see specifically what your industry including competitors and those the competitors are linking to, are doing with their linking. In other words have they taken it to the level of hubs for their linking, are they using themed directories or are they still just using link pages? I would then bump my strategy up a level. Set a higher standard for linking within your industry.
I would also consider your audience. Who is your client, who do you want as a client and what peripheral industries can you appeal to for linking opportunities? When you think about your audience in terms of linking think of what else they would be interested in that compliments your product or service. Go there for partnerships because it will make sense for them to use the title and description you want and they won’t feel challenged if you’re too close to their theme.
I start with a strategy. I clearly display what the linking policy is and then make it easy for folks that are interested to make contact. In the strategy development phase I think about time, energy/effort and financial costs. There is software available that makes various linking stages easier to manage from directory software to spreadsheets. How the system will be managed needs to be figured out before I start any actual campaigning. I consider the accountability I expect in the partnerships, what I can offer and what I am willing at accept.
If you think of it as a chore it will be a chore but if you think of it as an opportunity and maximize on every step of the process to get the greatest benefit then it’s a tool. If you don’t know how to work the tool, which is the strategy you determine, then get help or study up first. Big mistakes can be made in linking that are irreversible. Say you decide you are going to do A as part of your strategy. Study up on A before you include it. Remember, what may work for an experienced expert who knows the tricks and the risks may not work for the newbi link strategist, ok? I think that’s important enough to note.
