Am I correct in stating that high PR links to a sub page in a site will have no effect on the home page... because PR is page specific?

That link to a sub page in a site can forward its received Pagerank to other internal pages, amongst others your home/index page, by internal links.

Vitaplease is right, but to put it another way: links to an internal page can have an effect on the PageRank of the index page because PR is page-specific. It makes no difference whether a page is the "index page" or not, and there is no "up" or "down" it following links.
