Relevant sites only or anything?

I am running low on finding new sites to link to for my target market.

Should I continue to hunt down sites that are relevant or should I just try to get links from any sites? My main concern is for Google ranking, not traffic from the incoming links.

Do links from relevant sites have a higher influence on ranking than non-relevant sites?

e.g. if my site was about MS Word, would links from a MS Office website give me higher ranking in Google than if the links were from a site about pets?

If you broaden your definition of what you consider a relevant link and there are plenty of link opportunities.
Seldom is a link clicked that is on the exact very exact same type of site. People click on things related but different. In your case college study sites, typing instructional sites, and even general Microsoft sites are sources of targeted links. Maybe even grammer sites might be an ok fit too in certain instances.

just try to get some good fitting resources. i think that counts much. don't rely on googles ranking, make yourself that good, that you make a rank in google and can rank others. that will increase your popularity.
