My new site went from PR3 to PR4 and the only change was a quality reciprocal link to it. However, I was wondering-what's the best way to go: try and get inbound links and, if possible not link back, or does the reciprocal linking help your site in some way?

If the inbound and outbound links are to quality sites, it shouldn't matter either way. The inbound isn't a huge concern, but the outbound should be to a quality site.
