Outbound link policy

Hi all
I am the webmaster for a relatively new website (launched in September 2005) with PR4 and I have some question about link policy.
First of all some information about our actual link policy:
- We do not have affiliate sites or links.
- We have not participated in link farm or reciprocal link programs.
- We have applied a grass roots approach to link building and while the number is still small it has risen from 90 in Jan 2006 to over 350 today which is reflected accurately in both Yahoo and MSN. Of note only 11 of those links are reciprocal links (a point I will return to later).
- The vast majority of our content (both text and photos) is original.
- Lot of our internal pages have about 30-45 internal links and about 15-30 external links. All outbound links are pertinent to the page content and give our readers a direct access to the particular content described.

The questions are:
- is the number of links per page (internal and external) good or we have too many links?
- is it better that internal/external links are balanced, or it doesn't matter?
- can it be good to use the "nofollow" attribute for some external links? Can in some case the nofollow attribute improve PR distribution of internal pages?

I’m a believer in trying to get as many relevant in bound links as possible. And not just for SE reasons but to get people to my site. I just did a link exchange and I got real lucky as it’s now giving me almost as much traffic as Google. Sometime I didn’t think possible. So for me you can’t have enough inbound links.

I think OP was asking about Outbound links.

I wouldn't think that any particular ratio of inbound/outbound links would be important, I would be more concerned with the actual numbers, and yours don't look bad.
