How many instant links are the red flag for google.

Just suppose I had a site that was PR0
It is an old domain that had a website on it that
I killed.
I can target quality traffic and sites to that
new site from PR3 to PR6

How many PR4
PR5
and PR6 (assiming all index page and no more that 4 additional link)

can I fire at this new site without upsetting anyone presently after 1 week I have
5, 1 and 6 respectedly. Is this overkill?

I don't think those numbers are overkill. No one can give you a correct answer for that, but I can tell you I added a few thousand links to sites I made in October and they've had no trouble ranking in Google ever since.
