If you would persuade, you must appeal to interest rather than intellect.
In Link Building, what is a typical way to persuade someone that it's in their self-interest to link to you?
Is there way to structure a deal so that it benefits someone to link to you?
How about giving away free advertising via a JS banner rotator script to anyone that links to you?
Bloggers tend to be egomaniacs, so stroking a bloggers ego is a quick way to get to their heart, er, keyboard (save the flames ladies and gents, I'm a blogger - a tried and true one - so I can talk about "us" that way LOL). ;-)
Providing a positive review of a service or product helps the service or product maker drive sales.
Interviews of industry experts help raise their name in the industry and/or can expose their product or service to a new audience. There aren't many small to middle sized business people who wouldn't tell people "look, my name [company name] is in lights!".
I like your idea of the banner rotator... established sites or sites with large mebership (web 2.0 type sites) could definitely work with that... it would be dependent upon eyeballs.
Creating partnerships with other up and coming sites may also be an option... maybe you have a site about apples that is competing with some pretty big players - you have great content and you know your site can make it... maybe it you approached a site selling baskets in the same boat (heavy competition, but a great site with lots of potential) and offered to "team" up in a promotional aspect to drive visitors back and forth between you (hell, ignore link popularity for a second, you could do this by trading space on your "thank you for purchasing" page... "if you need baskets for your brand new apples, check out so and so - a site we deem to offer great services/products and good pricing").
I guess it depends on what you motive is for obtaining the links and the value your site has to offer.
