I put 80% of people still using links pages to get links. So people please entertain me and prove me wrong. Who does and does not use links pages.

I do. But I'm currently working on content pages where related links will be transferred to. If I can't create a related content page for any of my links listed in my links page, they're gone - they probably shouldn't have ever been there.

There still on the old sites that have had no maitainence in a long time, not on the new ones.

I did revamp the old links page section on an older site recently - problem was, 6 of the sites were long term link partners that actually send traffic and I didn't want to kill them - so up went a "compare us to the competition" page. Keeps that small selection of links in tact without being the typical links page. ;-)

I still use link pages. If you have a site about cameras, cars etc it's nice to list some of the more active forums and related sites.

Non requested links seem to come from content pages. But when requesting links most of the sites still have links pages.

I think all the theories about link pages being devalued is nonsense. It may appear to be that way when you are one of 100 outbound links on page.
