How you develop links for a site that is "scary" to link to? :-)

One of my clients is a company that helps taxpayers in cases of IRS abuse. Kinda like a tax law firm with a real bite towards oversteppers of authority.

I'd like to develop/exchange some links for their new site, but most businesses are afraid enough of the IRS to view any link exchange proposal as a tax audit risk. How would you build link exchanges for a unique outfit like this?

Hit up all the usual directories, go as far as all the free ones too. Look into the market of buying links.

Think about where you would be getting traffic - Chase these types of places for links.

So where would you get traffic? From news sources? From blogs? From forums? Try these places first.

perhaps try approaching sites that are anti-establishment.

or, sites that are not located in the US. i can't imagine that site owners in Canada, Europe, Australia, etc... have teh same fear of the IRS that Americans do.
