Questions on Impact of buying links.

I have some questions on buying links?

1) How long should I purchase them for? How many months to take effect?
2) I'm new to purchasing links but is it true that if I stop buying 'all the good it did will be reversed'?

I've also heard that link exchange no longer has any value? Any truth to that?

I’d say there no truth in that. In my experience link exchanges still mean a lot. I’ve never bought a link so I can’t comment on that but I’d say try to get as much for free before spending money. Just my 2 cents. Good Luck.

I've tried link request and it seldom works. Most of them are link exchanges. Are these people that give links without a link in return newbies or just very kind!

Also, I never really understood why giving out links can dilute your Page's PR? Can anyone help explain. If it doesn't hurt to give, I would love to give in turn to receive?
