linkpopularity of a page in a domain

do SE's score pages higher if ...

if a page on a serp's result has no link popularity at all (incoming links)or a PR1-2 would but it ranks high,is it most likely because the main domains link popularity or that pages algorithm is well seo'd for the SE's?

The page must have an incoming link or you would not be able to find it in the search engines results ..you are not seeing the entire picture ..

Plus what applies to one search engines results pages and the way they are formulated does not necessarily apply to the other engines ..

Thus some engines are easier to game than others ..rarely will the same page get #1 for all engines for the same word at the same time . there is only so much you can do with entirely "on page" work .

Ignore PR unless you have some PR 7 or above link to sell ( in which case you have to maybe try to beleive that it counts and find a "mark" to convince ..or don't beleive but just find a "mark" who does )..or unless you are a "mark" dumb enough to buy links based on only PR .in the latter case expect many sticky mails from certain members here ; )

Thanx for reply:) i dont pay attention to it at all since i have seen proof from my own sites that with incoming links quality goes over quantity.The SE i was talking about mainly was google, because i know incoming links are important to it for ranking,maybe the page that was ranking well has incoming links from the homepage that has a strong link popularity but Google as we know doesn't show the complete amount of links always.
