I'm planning on intriguing already established higher PR sites to link me from their main page, in return for a site-wide link.
The only thing I'm hesitant on is having 10 outbound links on every page, could this outweigh the benefits of having 10 high PR sites link to me from their main page?

If you wanted to get my attention, you'd offer either a home page link or a high quality content page link from a different site related to the topic of my site.

Here's a better strategy:
Write a killer article (700-1000 words is plenty) about something important in your shared industry/field. Then offer it as exclusive content for the targeted web site's owner. Guarantee them it will be their exclusive article. Don't put it on your own site or give it to anyone else. In return for that great page of content, you require that they include a link (2 is better!) that you embed in the body of the article or in a resource box at the end. Use good anchor text in the links.
With this approach, you'll give them something very enticing and get something valuable in return. You both win. You're more likely to get a positive response than offering even a sitewide link when your site is brand new. Just write a different article for each site that agrees to your offer. I've used this to great effect on several sites.
[edit]Sorry, forgot an important part of this approach... be sure to get them to agree to publish your article on a page that can be found easily from their homepage. That way, the PR will be passed and the engines will pick it up and index quickly.[/edit]
