I need a link manager application to install on our server (MacOS X Server, which generally runs any Unix cgi etc. we've installed on it). I know there are lots of them out there, and I even have a few, but I need a bunch of features all in the same program:
1. The pages it outputs are standard flat pages with regular names (e.g. /resources/links.html).
2. It checks to verify that our URL is actually listed reciprically on the pages we link to.
3. Ideally, that verification process can be run whenever we want to maintain our site easily.
4. It would be great if it could also verify that the links we have on our page are valid (i.e. the sites still exist, etc.)
5. It uses some sort of template system, so we can have our standard headers and footers and sidebars on the pages it outputs, so it looks and behaves like the rest of our site (we were using one great program, psLinks from CgiScript.net, which generated Server Side Includes pages for each category of links, which could be included in the code of links page we created on our own -- alas, it doesn't do any kind of verification).
6. Ideally, it can sort links into different categories.
7. Ideally, it has a form people can fill out to request the reciprical link.
8. Ideally, the links aren't just automatically placed on our links page — instead it waits for approval from us (e.g. by checking an "approved" or "active" box in the admin interface or something). And, just to ask for the moon, it would be great if it emailed us when a link request was submitted, so it doesn't rely on us checking the admin interface all the time.
9. (Not as important as 8, but, if possible,) later on, we'd like to be able to deactivate a link temporarily (instead of having to delete it permanently) by checking an "inactive" box or something in the admin interface.
9. Preferably, it uses a mySQL database, but that's not mission critical. I prefer PHP, but any cgi will do. And use of, compatability with, or awareness of CSS for formatting would be great, but I'll live without it.
So that's all! The perfect link manager for us. Does this exist? I know all the features do, we just want all or at least many of them all in one app.
Does anyone know of a program like this? Opinions on / experiences with the program would be great too.

Anyone can add links, but it checks for recip during form submssion (so that links cannot be even sent without a backlink in place) and it is set into categories.
Also manages articles and advertising for sponsored listings.
