For years, we have been inactive in the linking game, depending on natural linking, since we have a quality site with good content. This is not working, as our competitor's are activly gaining links using automated or semi-automated link collection and management software.

We are going to take the same approach, however we will only be looking for links that complement our business, to keep focus. (No spam directories, blogs ,etc).

Will Google still penalize if quality links are accumulated to quickly, and what is a safe threshold to maintain. 10,100, 1000 links per week, or does it matter at all, if the links are good quality and targetted for the business sector we are in?

As I recall, there's no set number, but it's a statistical average unique for different niches. It's all about statistics. Imagine a bell curve and everything that sits in the middle is spam. Avoiding sitting in the middle is what you want to do.

But sitting in the middle of that curve involves variables beyond how fast you acquire links. Could be other factors as the quantity threshold might be set for blog spammer level, in the hundred thousands. But you never know.
