The latter option is probably better for you, and for the person you are linking to, but some people may prefer being part of a traditional "links" page.
Always test anything you read. Not everyone writing articles on SEO is the end all authority on the subject.
As far as link placement... the latter option will be the most attractive to link partners. And, it will probably look more natural from an engine standpoint. The main problem will be finding sites who can give you the same value placement back. Don't be afraid to ask for it.
Also, remember that TBPR is not the same as real PR. Judge sites with your head and not the green bar. I've seen some scummy sites with PR six and seven that I wouldn't touch with a ten foot pole and have found some awesome quality links that actually deliver traffic on PR zero and one sites.
