How link resource pages in your websites help in getting good rank in google? Is it worth for having link partners which are not relevant to your site?

As per my knowledge you its good but it depends on the page rank of that page from where the link is coming....

Search for relevant links this site to have a deeper answer. Having link resources in your web will basically give you the chance to exchange and those incoming links will help.
Exchange with related sites, try to focus your target. Accept other one way incoming links. Do not exchange with offtopic and if your conent is good both users and Search Engines will notice.

Links are needed to get ranks for anything mildly competitive in *any* engine. Whether or not you get those links via link exchanges is up to you. You can always buy links, get directory listings, come up with content worthy of "free linking", etc.

There are many sites who rank solely on link exchanges. But, there are many sites who have "died" by linking to the "wrong" types of sites in mass quantities. Exchange links when it makes sense from a human perspective and you'll be okay. Remember, birds of a feather...

But whatever way you choose to get links, you should get them if you want to move higher in the engines.
