1) What if you get 100 low PR free directory links will they add up together to be something helpful?
2) Is getting into a low PR free directory link an invetsment for the future (as in it the directory may have a higher PR later)?
Quality and Quantity are the things you should be concerned about. PR is not a good metric. For instance, a pr 5 golf directory with a single PR 6 backlink from an SEO blog is not good. How well spidered do you think that site is going to be, with one single link? Do you see what I mean when I say that PR is NOT a good metric?
A pr 3 golfing dircectory with backlinks from hundreds of golfing sites would actually be better. Hundreds of backlinks will mean that that directory is actively being spidered, which means that your listing will be actively spidered. It is more likely to have traffic to send to you because it is so well known (linked to from hundreds of other sites).
These kinds of issues are why a pr 6 or 7 doesn't neccesarily translate into better ranking. PR is not a metric for link development.
Now if it came down to paying for these "100 low quality links" I would not waste my money. If the site is offering them one-way I would say jump on it.
When looking for links always judge quality first, PR and quantity second. Hope my thoughts were of assistance!
