I have sent many of e-mail to many webmasters to review my website and add my website. There are a few response. I think the first is E-mail Subject which that webmaster consider as spam or not. I always use something like this : Request Link Exchange with Travel Website, Exchange Link with Travel Site. I also would ask about what is effective e-mail subject for request add link in oneway link, no reciprocal? Before webmaster read my message in e-mail, e-mail subject would be made attention to website.

Some website, I found that there is no link exchange but they list useful links which are relevance to my website especially education(.edu) website. I would suggest my website to be listed in there.

There are several reasons for low response rates. Unattractive and spammy-like e-mail subject is one of the factors. The value of your return link is another. IMO, people with well-established sites seems to be fatique in link exchange during these days. Previously I used to get 80% positive response with our PR4 link page, but gradually drop to 60%, 50%, 40%... Last round only 30%. As G now updates its PR every 3-4 months, the best time to seek link exchange is in that month or the next when webmasters are more alert and active.
