I was wondering how to build a pr4 site. Is it easy to build pr4? what would I have to do?
Are reciprocal links bad? I tried submitting to a bunch of directories but they require reciprocal links.
when I am submitting to directories should I include my keywords in title? and rotate them from directory to directory?
How long does it take for my pr to go up?

But for you. Get a link from 1 page rank 5 and you will most probably have PR 4. Get a links form a page rank 8 and you will have a 6 or a 7.
Page rank is dead to a certain extent. You need lots of links with the right anchor text.
