I figure you are referring to link exchange management. There are a few of those.

If you are wanting a desktop program to help you manage things Arelis and Zeus seem to be the best.

If you are wanting a server side link management app. you can do a search for link exchange script and get a few scripts back that tend to be pretty good. I think linkautomate is probably the better of the link exchange scripts, but it get's expensive if you are using it on a number of sites.

I think linkautomate is good and that their pricing for subsequent licence is not that expensive. You may ask them about this.

I'm looking for link management also.
Arelis looks nice, but I do most of my work on a mac and it's not compatible. Does anyone know of any mac compatible link management software? Looks like I may have to do a server side software. What are the disadvantages on Server Side? If it matters, I have my site hosted with a hosting company and I have a dial-up connection. Any ideas/concerns would be appreciated. Thanks

I don't see any problem of using server side software except it will eat up some web space (but host usually provides more than enough), and installation may take a little bit more time than desktop software.

Try link-Swapper it is both good and free. With the number of links you want you will need a reliable tool.
As for Arelis I have tried it before and find it almost impossible to manage a directory with this tool.

I have seen many links pages when link hunting and ive got to admit, I hate they way they all look!

Not what you are looking for but i feel the feel and look of a site is just as important because you dont want people leaving because you have an ugly site...
