On average, how long for new incoming links to count?

I've been paying someone for several months to perform a link exchange program.
I'm seeing marginal benefits in traffic/pagerank, but it generally takes about 4 months to begin materializing.
Has anyone seen anything faster / slower / same?

How long to count, display and weight are three different things.
Count is instant. Display can be between two weeks (Y! directory is a good example) to never based on Google's current scheme. Weight can be two weeks to two months or more, based on the update schedule.

It used to be 90 days on Google -- seems like 30 - 60 days now

One site I have, I have been waiting for 6 months and it is no where near where I want it to be.

If they are doing four updates a year, should be every 90 days, but more probably closer to 120 days.
Its like playing a looooong game of chess.

I have recently heard that it takes google revises the incoming links every 4-6 weeks. I have no proof of this, but thought i should let you know.
I also noticed that the new Microsoft Beta search has already picked up more incoming links for one of my sites than google has!
