Most effective use of keywords for linktext

When deciding on what keywords to use for linktext for link exchanges, should the exact same linktext be used for all link exchanges, or is it ok to use variations of it? What if I already used many different linktexts?

Should I make a firm decision on one linktext to stick with, and go back and edit as many of my existing links where possible? Ask other webmasters to edit my links, log in and update any linksmanager links, etc.. The problem I am having now, is I am never sure what to stick with, so I keep changing my mind and end up using a different linktext when I exchange links with other sites.

To make the best choice on a linktext keyword phrase to stick with and use everywhere, should I always try to pick keywords that are not too competitive?

The people I see ruling the roost on a broad range of keywords almost always have a good variation in their inbound anchor text.

If that's the case, good because I'd hate to have to bug all my linkpartners to change my links. Somebody else suggested it's fine to use a few variations that contain the same keywords.

What do you mean variations, mix up the order?

Wha I usually do is select 3 sets of most important keywords for a particular site and try to have an equal amount of links with these 3 sets.

I would also devide the site into 3 sections and have each section point to the home page with its own set.
