How to start an effective Link Exchange program

I am developing a community site right now and expect to launch in a month or so. I would like to start getting some link popularity in preperation for it's launch. I have done a good job in optimizing my sites content and have link architecture that will help too. Also, I have a few sites linking one-way with decent PR's (5's and 6's). And, I have just created a directory with an automated link exchange, but I am having problems getting people to it. What can I do to intice webmasters to recipricate their links with me and what can I do to drive traffic there?

It would be very difficult to exchange links with other sites from a passive standpoint for a new site. You really need to proactively seek link exchanges with other sites by visiting other sites and contacting them. Once you've got a couple of hundred links you should then be getting sufficient traffic to enable your link directory to grow without having to spend so much time chasing links on your own, other webmasters will then be able to find your site and will seek link exchanges with you.
