Changing the links directory sturcture buried me

One level deep links page

My happy valued links page was split into a main page pointing to different pages into a folder. That is a very simple structure but the problem is that the only page with high PR now is the index of links and the pages with the real links are still PR0.
So my link partners went away and new ones won't trade.

Basically using that Arelis made structre for links buried me.

Any ideas of how to fix that situation?

The toolbar PR indicator is unreliable. There doesn't seem a way to directly know PR for sure.

I have a high rated links page and a handful of three month old (toolbar) pr0 topic specific link pages. The subpages are buried slightly more deeply in the site and will eventually replace the higher rated page (to eliminate off topic inquiries and to limit the outbounds on each page)

Generally when people solicit links Im honest with them, something along the lines of "we are not adding link partners at the moment because we are moving our links to the subcategories located at [parent url which is a few days older and ironically does show pr]. If you are interested I can exchange with you in the [relevant subcat] category. As I am waiting for the toolbar to update, these pages do not show pr but are indexed and I expect them to do well (for example [url to demonstrate industry specific semi-competitive searches that my pages appear on]). I think when the toolbar is updated they will be atleast a pr[lowish guestimate based on other pages of similar depth]."'

I think my situation is somewhat unique in that the original links page has enough green to attract a good flow of solicitations, and I am in an industry that has a plethora of smallish or semi-related offerings while only a handful of leader type sites. That said my milage on this method has been good thus far.
