What counts? The page content or the site content?

Relevance of sorrounding content to your links

We all know that content around where your link is helps. So if a well related content is near your link, thats good.

The question: what really counts? The content in page linking to you or the content in the site linking to you?

Scenario 1: A car related site has a page about cars developed in México. Your link is about México, so that pages talks a lot about the theme.

Scenario 2: A México related site has many pages that talks about México. Your link is related to theme

Scenario 3: A México related site has many pages that talks about México. Your link is related to theme but the page where it is doesn't talk much about México, and talks more about cars industry.

What is the best scenario in that case and how does every of those in the value of your link?
Is that measurable?

Hi,

My guess would be the content on the page where your link is...

I think 'Scenario 2'

I would much rather my México link on a page that only talks about México does that help?

I also would take any one way on topic link :)
