I'll be using this software with many sites in many different industries.
Yes, I know the best way is to go and find them manually, but that's not my question.
I currently use Arlist to find a list of potential link partners; however, Arlis uses the search engines to find link partners for a keyword phrase.
I understand that Google doesn't like directories that are "scraped" from search engines (which is what Arelis does).
Is there a formula that someone can suggest for fidning a list of themed link partners based on a keyword phrase?

Why would a search engine not like what? To me it sounds like you're saying it would be better to be linked to from sites that aren't indexed in google, and if you want rankings in google, that makes absolutely no sense.
Try this:

Let's suppose you were creating a software product to go and get websites based on a keyword phrase and you only wanted to have 100 search results come back, would you have it go to multiple search engines to create the list? Or what type of algorithm would you use?
By the way. Thank you for that great post on using search terms. That's excellent and very helpful.

The macro does a 10 point test on the data and ranks each result on a -10 to 100 point weighting basis.
Then I simply get rid of the bottom feeders and within about 2 minutes I've cleaned up an immense amount of crappy results.
I then import them back into arelis and use the weighting feature to create my links page, which places the most relevant sites at the top of the page.

I believe that is a pure myth.
Firstly, how can Google know that?
Secondly, why does G have to care to know that?
If you use software too lavishly in sending queries to G, then it could be another case and the problem is totally a different issue.
