What i do is go through sites that are themed towards my site. ...and most of them have at least one link that is not working (broken, wrong url etc..).
Then i contact the webmaster with the header "link is not working". I congratulate the webmaster on his really cool site and i appreciate all his effort he has put into it. I explain to him that i found that on the page xyz.htm a link is not working, i mention then that i work on a site that also covers that (or similar) topic then the broken link and if he finds the site useful he could replace it and safes him time to look for another suitable link.
50% positive response rate..
What i like on my way of doing it, is that i get links within the content, which helps allot...
I do however have a good content site, which makes my efforts not so hard :-)
Wow, nice results Granpops and viggen, Granpops are you generally sticking to PR4+ sites, do you work through all sites that link to competitors, or how else are you doing it?
Viggen, nice system with finding the broken URLs, that's a good piece of personalized info for the webmaster that's yielding a high response rate. Presumably you have a method of automatically finding broken URLs, I can't imagine going through each site by hand looking for them :) Please could you let me know how you implement the broken URL idea, sounds good.

sorry for replying so late but i had to go to South Africa for two weeks and then i forgot about that thread...
Well to be honest i do manually go through those sites, however as i focus on one inside page with a specific subtopic at a time i usually find the one or two pages that are of interested to me pretty quick.
I pick one inside page of my site and do the searching, checking and email to link for at least a full month. Once i am satisfied i move to the next inside page with a different subtopic and repeat...
